Sexual Harassment from Upper Management

my friend ''Ann'' is currently working at a corporation owned chain resturant where she is continually being sexually harassed. she have yet to file a complaint with the reginal management and is unsure how to do so. The main reason why she has not filed a compliant yet is because there is nothing posted is the resturant describing how to make such a compliant. From our own research we know that businesses are required to post such directions and by not doing so they are already breaking the law. ''Ann'' says that because of being sexually harrassed it greatly affects her work and how she feels about going to work. An example of one of the comments from upper management would be something like ''hey Ann lets have topless hostes day. you have nice boobs come on'' I was just wondering how stong of a case does she have if she were to sue for sexual harassment?
