Many, many parking tickets

Hi,

I'm a student at the University of Michigan-Ann Arbor. Over the past two years, I've racked up 30 parking tickets. Including late fees and now court fees, the total price comes to about $1000 that I owe the city of Ann Arbor. I have also gotten a notice that they will seize my car if I bring it back to Ann Arbor. My question is basically what can I do to get this fine reduced? I can afford to pay at most $350 of this fee. I am an out of state student, so my other option is to just not bring my car back although I would very much like to have it during school. I was also thinking about possibly changing my current license plate to a personalized one that would be different. This way they may not be able to track my car. Any suggestions on fine reduction or if changing the license plate number would help would be appreciated. Thank you
