Legal Question in Criminal Law in New Jersey

I live in NJ, In 2002 I had an agrument with an ex girlfriend she obtained a Restraining order against me. I was NEVER arrested but was fingerprinted. I had the restraining order dismissed in early 2004. I have been trying to become a police officer in NJ for about eight years. I get so close to employment each time but I always fail a background check for this restraining order and I always appeal and show my dismissal of the restraining order I also went ahead and had myself refingerprinted and sent to the state of NJ for a clearance letter. That came back I was clear and had no record whatsoever. I even went as far as applying and receiving a gun permit with no trouble. It's whenever I go for employment purposes I get rejected due to this record that keeps showing up. My question is if i was never arrested but i have a record for this is there any way of getting rid of this record? can i have the record sealed? or expunged? even though I was never arrested? I'm very frustrated I cannot get any answers. thank you.
