Legal Question in DUI Law in New Jersey

DWI Resiprocity - NJ, NY, PA

I was recently charged with both DWI and Refusal to submit to the breathalyzer in my home state of NJ but have not yet had my hearing. I believe that reciprocity exists between NJ and NY/PA. I would like to establish quasi-residency in either of those two state (have friends and fam in both) before my hearing so that a NJ judge cant take my NY/PA license. Three questions-1) how long will it take for NY/PA to be notified and suspend my new license-2) will my NJ suspension still take affect on my date of sentence and end say 7 months later or will my NY license affect my length of NJ suspension i.e. how wise to this is the NJ court system.-3) can you rent a car out of state with a conditional license. My main concern is not losing my job which requires me to travel occasionally and rent a car!!!!
