Student Visa Denial- next step

I am a US citizen my girlfriend is an Estonia woman who was here on a Student Visa. Her visa was denied to come back and finish her course of study. The reason was she could not establish ties to her home country. Her family is still there so I guess they are referring to finances. Her case is strong otherwise she lives with her sister who is married to a US Citizen and they live 10 miles away from her school. She has been denied twice and she told me that they basically never even glanced at her application papers.

My question would be what to do next. I would get married to her but would an appeal work faster? But would that make sense since she has to go back to the same people? I need to know the strongest option.

Given her two previous denials, an approval of an F-1 visa is indeed problematic. An appeal is to the Chief Consul of the same consulate. A real marriage is always a viable option, but you should discuss this option (and timetables) in detail with immigration counsel before proceeding. Have you shown the decision to an attorney to discuss the reason for denial? I would recommend that you start there. Then you could discuss other options for your girlfriend as well.

My recommendation would be marriage if that is an option. But before you do that there are several decisions that you need to make about the process.
