is it legal to sell pepper spray or stun guns over the internet from a new york address to other states if products are dropshipped from a different state

You'll need to monitor what states you can ship these items to and you need to ship from a state that allows you to do so. Let me know if you want help on the legal side of this. My firm does Internet law, which includes everything you'll need.
