miranda rights

when ever placed in handcuffs, are you supposed to be read your rights

nope. In fact the only time you must be read Miranda rights is if you are both under arrest AND being questioned by POLICE or other government officals. IF you chose to speak to press or others then your statement can be used against you.

When arrested, you need only to provide your name, and address. Then ask to speak to a lawyer. DO not speak again unless you get that lawyer.
