A past employer has been sending out mass recruitment emails using my old company email address and signing my full name as the sender. Is this legal?

No, not without your permission. You should send a letter, via delivery confirmable means, demanding that your former employer cease using your name as part of his recruitment program. If the former employer continues to use your name, you should consult with an attorney regarding your next steps.
