Where can I find out what a settlement might be for an automobile accident? Are there web sites available listing past awards? Do the insurance companies have a standard or guide that they use to determine a settlement offer? and if so, is it available to the general public? Is there a quick and easy place to look for information?

To the best of my knowledge there is no quick and easy place to get settlement amounts from insurance companies. This is the ideal time to get an attorney. The award will depend on many factors such as the severity of the injury, whether or not you are permanently injured, the particular insurance company, etc.
