Legal Question in Personal Injury in Ohio

brother was hit and left in road
my brother was hit by a 19yr old girl with 32 yr old boyfriend with cell phone on side hip didnt call 911 called her dad first went to pick dad up and was going back to the scene,now coming in the opposite direction another vehichle ran over my brother and crushed his skull highway patrol didnt even suspect the other couple it took me a week until they would even question them they only lived acouple house down the road from scene there getting away with it any suggestions thx Bob

So what is the proof that he was hit by the 19 year old girl? Do you think the second vehicle is at fault in any way?
