Bidding on forclosed property

does submitting a written bid on a property that is going to be sold at a sheriffs sale guarantee/or force the property to be sold on the intended date and not withdrawn? If not is there a way to insure the sale of this property? This property has been withdrawn 2 times and we wonder if we can speed up the process.

Nothing should stop the sale unless there is cash on the table or the Plaintiff(the bank) feels confident that there is cash forthcoming very soon.
