Where must I file

I entered into a deal over the internet. The seller resides and works out of GA. I reside in PA. Am I able to file in my County or must I file in GA.

Likely you would have to file where the defendant is located. That is where the court can asert jurisdiction.

Yes, John is right.

Generally, you can file in either state but good luck collecting once your adversary no shows.

File in the state of the defendant's domicile or primary place of business where jurisdiction will not be in doubt.
