Sewage bill never sent to home owner and now the company is asking for back payment 5 years later.Is the home owner responsible ?

Depends - what kind of a company is this? Sewage usually is handled through the municipal authority. If that is the case, these things are not generally subject to statutes of limitation (time does not run against the government) and may be a lien on the real property.
