Can I put a fsbo home under contract for (195,000 example)and resell the contract for (200,000) to a homebuyer not a investor with out being a broker or real estate agent.

Yes. I assume you are purchaser of 195K property and will be flipping agreement of sale to new buyer for 5K profit. All you are doing is selling (assigning) your right to buy property.
