Should I sign a receipt and release form before I receive my inheritance?

Up to you. If you don't you will just make the estate process more cumbersome as a formal accounting will have to be filed and then served on you; you will have 10 days to object. If you don't court will hold a hearing and you will get your property when the estate final account is confirmed.

But it depends on who is doing the accounting and whether you agree with the proposed disposition of the estate. If this was all properly handled, then maybe its ok to sign. If there are questions, do not sign and go and consult a probate attorney who practices in the county/state where the estate is pending immediately. By the way, no attorney here is going to tell you to sign or not sign a document without having first reviewed it and become familiar with the facts.
