Legal Question in Civil Rights Law in Virginia

If you were the victim of cruel and unusual punishment when you were incarcerated , being placed in segregation and not being taken out to shower but once weekly having some type of fumes/smoke blown into cell through the vent and constantly being ridiculed and tortured with racial slurrs etc., having something put on top of your food that smelled like some type of chemical, actually some of the personel initiated a riot against me with several inmates also hollering out profanity and racial slurs at me through their cell doors out into the hall , much , much worse than you could ever imagine!! My question is this ; where should i begin this legal process. I don't want to take it to my local law enforcement agency because they didnt have anything to do with this. I would greatly appreciate any information.

So, what would all your provable damages against your jailers consist

of for the various conduct you've described which was allegedly directed against your person while you were serving your time in this detention facility?

(And, no, it will likely take more than not being able to shower more than once a week and your fellow inmates "hollering out profanity and racial slurs" at you to

make out a case for which you could likely recover such damages. Indeed, much more I would think.)
