Landlord refusing to give back security deposit until after 60-day notice is up

I was in a month-month lease with 60 day notice required. I had to move due to being laid off and finding new job in city 3 hours away. I gave my notice as soon as I got a job offer, but had to move within a week. Landlord refuses to give back deposit until after 60-day notice is up, even though I signed the move-out sheet on the date the apartment was vacant which I consider to be the day I ''surrendered the premises''. I already paid October rent, and they are requiring first 6 days of November if apartment isn't rented by then. How will I know that? If I call, how do I know they are telling the truth? I live 3 hours away. How do I know if they are making reasonable effort to re-rent the premises? I mean come on, 6 days? Most leases only require 30 day notice. Do I really have to wait until 21 days after November 6th? Please advise.
