Legal Question in Real Estate Law in India

My father has registered his flat in the name of his daughter via gift deed.

He has submitted xerox copy of gift deed to society and requested for change in ownership.

It is 1 month since the application was submitted along with filled in membership form and original share certificate of the society.

My father has 2 children myself and my brother. Society is asking for no objection certificate of my brother. Can the society ask for this?

The above mentioned property has been self made and not inherited by my father.

Pls advice.
