Legal Question in Immigration Law in Arizona

I am a US Citizen and me and my boyfriend would like to get married in the near future. He is a soldier for the Mexican Federal Goverment (and a mexican national). What steps do we have to take in order to get married in Arizona? Does he just need his VISA to be able to cross over to AZ for us to get married??

He needs a Fiance visa (not just any visa). You, as a US citizen fiancee can petition for him with the DHS/USCIS. If and when your petition is approved, he will be able to apply for a Fiance visa at the Consulate in Mexico. When a visa is issued, he can come to USA, and you two will have 90 days when to get married. When legally married, he can apply for permanent residency (a green card) through the DHS so he can stay permanently in the United States.
