Legal Question in International Law in Bangladesh

We as the community of Dhanmondi, and citizens of Bangladesh, residing in Dhaka demands that even small things will not go unjudgemented. Since our courts are not effective in providing justice and are packed with hearings, it will be an honour if we as a small group could provide justice. What are the international regulations, and national regulations, for setting up your own body of juries and provide judgement. What criteria should be fulfilled for this informal jury to be accepted as perfect and or correct judgement? And what criteria makes it acceptable to everyone?
