My good friend is struggling with this issue. what can he do?
Is there a statute of limitations with regards to ADA and discrimination? Say for example, someone is exposed to a serious traumatic event (a fiance commits suicide in front of him) while attending school. the person is traumatized and seeks an incomplete and is refused because the interim dean says "no because God is punishing you for not nurturing a relationship with him." or by the new dean,"you are a straight white male, everyone has problems." The administrations actions caused loss of several semesters and loss of financial aide.
Would the fact that he suffered severe depression and Post Traumatic Stress Disorder and not able to defend himself at the time extend the statute of limitations for getting remedy?

Tough break. And, although you might have understandably been too depressed and/or traumatized to diligently pursue your legal options, the phrase you used, "several semesters" doesn't sound too promising, statute-of-limitations-wise.
Yes, there are always Statutes of Limitations, typically one year from 'incident of discrimination', and they are not extended or tolled because of the 'disability' supposedly discriminated against.
