My sister is 54 and in a wheelchair her son's girlfriend is verbably and emotionaly abusive to her she also puts her things up high so she can't reach them what can she do

Tell the girlfriend and her son that they have to act properly or one or both will be kicked out of the house [I assume your sister owns the home].

file a police report for elder abuse;

Kick the girlfriend out [along with the son];

file for a restraining order against the girlfriend [along with the son];

or any combination.
