Legal Question in Business Law in California
Is it illegal to sale new merchandise (pi�atas, balloons etc.) out of a garage in a home daily? Who would you report daily sales of different items to? This is a residential area that is being rented and lots of kids and adults live there, and they are using it as a business as well.

It all depends on the local zoning laws. If it is creating a nuisance, you could complain to the landlord, and theoretically sue him if he does nothing about it.
It requires a business license, which you can't get in a residential zoned area. If the city licensing agency discovers it, they will close down and fine the 'business'.
It sounds like a zoning business license issue to me. You should check with the local entity that handles zoning and zoning violations.
