Legal Question in Civil Rights Law in California

I'm 54 and was abused and neglegted by my parents.Is there a possible civil lawsuit ?I've been imformed that the statue of limitations has run out.I'm not interested in a criminal case but would like them to be held responsible

Criminal and civil statutes of limitations have long since expired. You need to forgive and move on with your life, for your own good. If you need counseling, get it.
