Age Discrimination in the DMV

I am a California teen driver who was issued my driver's license by the DMV on September 1st 2005 with certain provisional restrictions, including being unable to drive with anyone under 20 years of age for first 6 months of issuance and inability to drive between the hours of 12a.m. and 5a.m. New laws were put into effect on January 1st 2006 extending teen driver restrictions but these new restrictions also apply to teen drivers who were issued their license before the new laws were put into effect, and who were also given lesser and separate restrictions at the point of license issuance. Many drivers who have already served their term for restrictions have now been driving minors, some as a requirement for their employement. Additionally it seems that when matters like this occur with adults the laws are grandfathered in. It seems to me that this shows two breaches. One of which is potential loss of earnings, not to mention great inconvenience to many families and individuals who have already planned according to previous restrictions. Also is seems discriminitory to teen age groups. Could you please let me know, in your own professional opinion how i might right this wrong. Thankyou for your time.
