Legal Question in Civil Rights Law in California

My husband passed away 4/18/10, on 4/17/10 he had his nurse put in his record he wanted no one to have his health information except for me. The following morning he passed away, I was in the emergency room as I fainted upon hearing the news, the hospital released his body to his mother. His mother & step-father are large donors to the hospital, he is on the board of directors, as is the funeral director from which his body was sent. I have reported this to the state of CA and been told the hospital broke at minimum 3 laws. Is it possible for me to file a civil suit?

Civil rights only applies to government agencies unless it violates anti-discrimination laws. There is no discrimination or civil right involved here. This would be a civil claim for some other cause of action but not a civil right.
