is it legal for a neighbor who has made it clear to you that they do not like you and they contiously call you niggers

Discrimination laws apply only to the business world, not personal conduct. People have the freedom of speech to be as rude and offensive as they like, despite what liberals think they should. Nobody said life is fair or that everybody has to be 'nice' to each other. If it remains 'words' only, there is nothing you can do to 'stop' it except ignore it, and forgiveness. You'll recall, 'turn the other cheek'.
