Legal Question in Civil Rights Law in California

My neighbor is bilor and for the last 2 years she has harrased everyone on the block. Especially us since we live accross from her on a culdesac. we have done every thing as far as restraining orders to pettions and calls to the City of Inglewood. The police department and city of Inglewood have refuse to help us what are our rights ?

Your 'rights' are to take appropriate legal action, including seeking and enforcing a civil Restraining Order, suing for damages, filing criminal charges, moving away, etc. Nobody said these situation would be easy to resolve.
