Legal Question in Civil Rights Law in California

I have a question regarding possible child abuse I witnessed in my household. Is it illegal to hit a child, repeatedly, on the arm, over disobedience? If so, what are the consequences and under what law(s) does all of this fall under?

If you report this abuse to Child Protective Services (CPS) your identity is hidden and not revealed.

You probably should report the abuse. It may just get worse turning the child into an abuser himself/herself.
