Legal Question in Civil Rights Law in California

I suspect a police officer did something illegal and violated my rights while I was in jail. How long do I have to file a claim? Does the time start at time I suspect or at the time I know he actually did this ? Or does the time start after I file a complaint with the D.A.'s office to start an investigation ? This took place a couple of years ago but I have not filed a complaint or proven it happened yet.

"A couple of years ago" suggests you have almost certainly blown the legal time limit for filing a lawsuit. Also if the police violated your rights, you'd know about it.
