Unequal justice

What can be done when a neighbor who has constantly harass and damaged property, goes a step further and places five surveillance cameras only on the side of the home where I live. Two of the cameras appear to be pointing directly in my upstairs window. One in my backyard with infra red.

It appears that the police and the city where I live have chosen to allow these neighbors to do whatever they want to do without consequences.
