We want to host a video contest online, contestants will submit a video of them performing a song on piano. We were considering a 12 and under category, if the parents submit the video of their child playing, is it ok? Does this violate the Children's Online Privacy Protection Act?

It might. My first thought was that it will probably violate a number of copyrights. You should hire a lawyer to help you avoid these (and other) problems, since that type of service is more than this site can provide.
