Neither have I, and it is highly unlikely a court would ever enter such a thing; it is a contradiction in terms. However, extradition may be declined on a case by case basis after arrest and booking. Your 'someone' would be arrested upon coming in contact with any law enforcement, or ICE agents, or DMV, or passport office, etc., anywhere. Now, if 'they' get serious about handling this right by getting counsel and turning themselves in to deal with the charges before being brought involuntarily to court, and if the court is in SoCal, feel free to contact me.
