Legal Question in Criminal Law in California
My father got a ticket smoking at a bus terminal in LA, CA. He has a court date scheduled next week. Is this serious? I am going with him, is there anything I need to pay attention to? Can I even argue this? Or should I just accept whatever the judge says? Thank you.

If you are a licensed California attorney, you will be allowed to argue your father's case. Otherwise you will be told to sit down.
You don't get to say or do anything for him in court unless you are a licensed attorney. That being said, the ticket is for a 'minor' crime, with a modest fine typically the outcome, all subject to a negotiated plea bargain with the DA -- getting us back to: "You don't get to say or do anything". He gets to deal with the DA and judge, or have an attorney do it for him, if he thinks it worth hiring an attorney to do so.
