How long to report rape/child abuse

My brother-in-law was raped by his older brother when they were about 7 and 13. This recently came out and my brother-in-law cannot get the older brother to acknowledge or apologize. In fact, the older brother has seen to it to have my bother-in-law ''dumped'' out of the family. My brother-in-law is bipolar and disabled and he is having a real hard time in life. Can the police deal with this, or can my brother-in-law sue? Thank you.
