Would shoplifting show up on a background check if there was no police involved, although I was charged with a penalty of $400? (California)

The "penalty" you paid was a civil demand from some law firm, I assume. No, those aren't part of a background check. Only if you were sued, arrested or charged with a crime would it be on a background check
Your question is unclear. As Mr. Dane notes, you might be referring to a civil demand. But you might also have faced criminal charges. That may have happened even if you were never arrested or questioned by the police. Since I don't know what happened, I can't say whether or how it would show up in a background check.
