If she's being accused of a criminal offense, she needs to be represented by a good, local criminal defense attorney. I cannot imagine that she is being charged with a crime over using sample make up.

If the store is making a civil demand of some sort - you can agree to pay them for the product or they will have to make a choice - let it go or sue in small claims. Odds are they will let it go, but... you never know.

"Using" would mean putting on too much, not a crime, only a fashion offense. Taking would mean stealing, for which she could be charged with a crime, or sued for damages.
