Legal Question in Discrimination Law in California

So my sister who is an adult 20 years old lives at home, but has stolen money about $2000 from my dad, stole my moms jewelry, and took out credit cards in my parents names. My dad wants to press charges, but my mom doesnt. Is there a way she can be arrested?
