Legal Question in DUI Law in California

My dui charges at 18 in California were dropped before I went to court. The DMV still suspended my license for administrative reasons. I graduated from college and now want to join the Army with a secret clearance. The arrest is still on my DMV record but not on my criminal record. Could the arrest be removed from my DMV record to pass the clearance from my past mistake.
