Abuse of dementia patient
Should I call the local police to protect
a friend who I believe is being
financially abused and over
medicated to prevent any clear
thoughts?

There is supposed to be an adult protective services hotline, and the county social workers at the other end of the hotline are supposed to investigate allegations of possible elder abuse and to act to protect abused seniors.
Call 311 for this information, or run a Google search for [foobar county adult protective services].
