child abduction

my boyfriends ex wife has full custody of his first child but no paper work has been filed against the 2nd one and she moved without telling him where the kids are can she do that? is this considered child abduction

If you have no child custody orders then there is no violation of any orders. Take the matter to court, which you must do within 6 months of the move, or jurisdiction will be in the court where she is living. Good Luck, Pat McCrary
