Legal Question in Family Law in California

I have been trying to get a divorce settlment for nearly 13 years now. My ex is a seasoned labor negotiator for large corporations and has been trhough divoce court before. I finally realize what is going on, and realize he has been intentually runing me around the block trying to starve me out so, I would go away.

I have several concrete examples where he has violated the support and property stipulations with fraud and transference. He also, manuervured an OSC back in 2001, which was based on total fabrication.

I want to file a file a motion for Fielman sanctions. How good do you think my chances are at this point. I have been in over my head and my attornnies have just not done me any good deeds. They just always said, be patient, everything will come out at trial. Now I am afraid the judge will say I have waited too long
