I was informed by the court that, after having your record sealed or expunged, you could legally say ''No'' when asked (on an employment application) if you'd ever been convicted of a felony.
How does this effect the background check and, if a felony is found, can you still be terminated because you (according to the potential employer) had ''lied'' on the application?

NO, that is the whole point - your conviction is withdrawn and dismissal is entered.
