Misrepresented job description
What if anything can an employee do when an employer has misrepresented the job scope, responsibility and function both in the recruitment and hiring process. I was a successful executive at a fortune 500 company and was recruited/hired by a new firm to perform a job that never materialized and has completely changed in scope to an area where my expertise, interest and business contacts are not aligned. Additionally, my management has significanly jeopardized/damaged my reputation via mishandleing of prior personal business contacts/relations spanning 20+ years development with other firms due to lack of process and general lack of business savvy. Is there any formal recourse?

If you are saying there was fraud in the recruitment, then there may be a cause of action for that if you were 'recruited' and moved in reliance on that. You may have a claim against the employer if they fraudulently misrepresented the position and you detrimentally relied on the representation.
