Can you quit a job in California and collect unemployment if the owner breached a confidential meeting regarding a sexual harassment situation and by the breach has made it hostile for me to be there?

You can try, and appeal a denial. Your stated reasons might succeed. More to the point, if you are saying you were complaining of sexual harassment and they didn't properly handle it, you have substantial grounds for legal action.
