Legal Question in Employment Law in California
I would like to know what are the time limits when being offered a settlement that I do not agree with and what should I do to protect myself

There are no time limits. An offer can be withdrawn any time. You protect yourself by negotiating and accepting a settlement, or you prepare for trial.
I would need more information before answering your questions. What kind of case is it? Are you the plaintiff or defendant? If you are the defendant, is there an insurance carrier defending you? What kind of settlement offer is it (statutory or non-statutory?) Is the offer in writing, and does it contain a deadline? And, finally, are you already represented by an attorney?
