Legal Question in Employment Law in California

I have vacation time that is impossible to use due to my employer claiming to not having coverage. I am always promised that it is going to get better, and I will be able to use my time, yet it hasn't. In fact I carried over 3 weeks of vacation from the previous year. I have spoken with my supervisor (who approves the time off) and did not resolve anything. I am becoming frustrated and don't know how to proceed. I have been employed with the company for 14 years so I earn a high rate of time if that is any value. Who can I turn to?

No one but yourself. You must present you vacation request in writing, and stand up for yourself firmly and politely, reminding the company you are entitled to take accrued vacation and the benefit of their policies, and that they must work it out so you can. If you are retaliated against, disciplined or fired, you would have a legal claim. In that case, contact me.
