Under old common law general legal principals, yes. Under most modern leases, however, you waived that right for minor disruptions to use of the premises. Not to mention what really is the reduction in value of the unit for four days, and how much would you have to spend if you and the landlord were to get into a legal fight over it, not to mention being evicted if you withheld rent based on the claim (unless a unit is totally legally uninhabitable you have to pay disputed rent or the LL is legally entitled to evict you even if you're right).
