You need a California Lawyer.

You can only use a CA attorney in CA courts. However, you should hire one now to formally demand an accounting, and to try to work out a proper resolution of your problems. The goal is to avoid having to go to court and spend fees and costs in litigation, when that might not be necessary. You are entitled to know the truth of all the income and expenses, and to sort out what you legally owe vs what he has incurred. He can't unilaterally spend your money and not pay your rent. He may owe you money, you may owe him; but right now, you don't know the facts. Feel free to contact me if serious about doing this.
