Driving with cell phone

On 12/08 I got ticket for Driving with Cell phone and no proof of insurance (Friends Car) Moved and just received notice with those two in addition to CVC M 40508A Failure to Appear and PC 1214.1 Civil Assesment. They say need to post 1350.00 bail. Was never notified of court for failure and not quite sure of last charge. Can I go in and just pay the first legimate two? What do I do about the last two charges? No prior tickets/arrests. Seems like a racket, no? Is there a phone number for free advice concerning this specific matter? What do i do?

What "racket"? You signed a promise to appear in court on the date that was written on the ticket, and you didn't appear. Get a copy of your friend's insurance policy, then go to the courthouse and deal with this.
